ABOUT

Jessica Ryley Hammond grew up in Harford County and graduated from Bel Air High School, Harford Community College, and Towson University with a degree in Psychology. She currently serves as the Counseling Administrator for the Maryland Thoroughbred Horsemen’s Association, providing essential mental health and social services to those who live and work in Maryland’s racing industry. She also runs the state’s aftercare program, finding safe homes and second careers for retired racehorses.

With experience in emergency rooms and schools, Jessica has built a career defined by leadership, determination, and service. She is committed to bringing transparency, open communication, and responsible policy to Harford County government.

 

A devoted wife, mother, and animal lover, Jessica lives in Bel Air with her husband, their three rescue dogs, and has three retired horses.

PLATFORM

PRESERVE OPEN SPACE AND FARMLAND

Jessica will continue to partner with community groups and government colleagues to protect our farmland and open spaces through fair, sustainable options for landowners. This can and will be done while greatly slowing the pace of new development to ensure growth happens responsibly and in balance our community's charm and character.

FISCAL RESPONSIBILITY

Jessica will ensure that tax dollars are spent wisely and in accordance with the county budget, with accountability and efficiency as her top priorities. She will work with the County Executive and her colleagues to reach the best county budget possible. However, she is not afraid to ask the hard questions to get the best budget for everyone.

SAFE, SUCCESSFUL COMMUNITIES AND SCHOOLS

At the core, the safety and success of our communities and schools is of the utmost importance. Jessica will continue building on our strong, safe communities and schools through collaboration with our law enforcement, educators, and local partners. Jessica will support our community through:

  • Providing schools with the resources they need to succeed,

  • Expanding access to mental health and substance use services, and

  • Positive recreational opportunities for youth.

SMALL AND LOCAL BUSINESS SUPPORT

Small and local Harford County businesses are the heartbeat of our community. Jessica will support them through policies that make it possible for them to grow and thrive while they continue to uplift the character and culture of Harford County.

TRANSPARENCY IN GOVERNMENT

Jessica has and will continue to provide clear information at public hearings and meetings, asking tough questions, following up on concerns, and sharing answers openly with those she represents. She wholeheartedly believes that elected officials work for the communities they represent. Her proven track record shows that this will not change even when in office.
